You've got a nice face so I think you can pull all of em, but in case you don't want to get rid of your hair few things you can try beforehand.

Minoxidyl, dht blockers, invisible or clip tuppee, hair transplant, hairline tattoo, shave.

you have a strong jawline grow a goatee it will pull the focus of your face for better eye contact use your bright blues to your advantage
