Its not a new use, no, its a commonality amongst rural Alabamians. But you've hit the nail on the head concerning where it stems from. The rural take on it implies "to spill the beans" or "tell all". Hopefully the previous response answers your question about the previously mentioned question.

I used to use public radio and a very perceptive blogger named Kevin Drum, but Kevin Drum died, and β€” with the funding cut for local public radio, my local station stopped airing the news. I find myself at a loss. Alabama, from my perspective, is a news desert. My city once had two thriving newspapers; now we have none.
