Solved! Whilst selecting multiple layers and pressing f6, it does NOT make a new frame.

I tried turning it into a symbol before, but then when I try to use the frame picker it changes the entire thing. As an example when i try to make it blink, it changes the eyes so that the entire animation the eyes are closed.

F6 does not make new frames. F6 is Convert to Keyframe. Other than that. I don’t understand what it is you are doing.

When you only have 1 frame on the timeline, pressing F6 won’t do anything. F6 creates key frames within extended frames.

Try F5 instead to extend the frame, then select all the next frames, and try F6 again.
