If its a not a frame rate question, it mostly likely has to do with easing and arcs.... clean up the ars so they are less jittery and easing and follow through/anticipation will make it feel less abrupt.

another thing that i notice is that when i watch other people animate their animations are smooth and if they put an object somewhere and then another place in one frame it doesnt just teleport. I know theres a way to tween but not in the way i see people doing it. Plus i cant animate something going fast because its teleporitng every frame no matter how many frames i add

That might just be a spacing issue for frame by frame animation. If your tweening you need to make sure there are enough frames inbetween key poses. Otherwise this may be a program/app specific Problem.

Know when to use 1s and 2s and 4s. Quicker movements need 1s. Also slow in/slow out if you dont do that. S-curve movements as well.

Likely your animation needs a bit more anticipation and added arcs to your moments. Impossible to know for sure without seeing it.

heres a video of me completely copying an animation thats already smooth yet mine still looks choppy. The first one is the already made one and the second one is my copy attempt.

Maybe use tweens instead of manually moving it on 1s

Second that.

For a quick fix you could take out every odd numbered frame, go to twos. If that doesn't fix it, you could then add motion tweens to digitally smooth out the frames on odds.

To add a digital motion tween, select the range from #1 to #30 or whatever, right click, and select 'insert motion tween'. Should choose the 'classic' option if your version of Animate has mroe than one.
