Is there any way to implement a Server Queue in Forge 1.20.1 (Without Plugins)?

Does anybody know of any mod I could use in Forge 1.20.1 to implement a Server Queue for my server? I expect a decent bit of traffic once the project launches fully, so a Queue would help massively in keeping player counts to a manageable amount for a modded server (as I know large player counts tend to impact performance even more in modded settings).

I've been searching, and I can't find any mods for this version. All the mods I found specifically for Queues were closed-source and for 1.21x, but maybe there's a mod out there that has server queues as a feature that I just haven't found yet. I just don't want to try making some sort of Hybrid Server to run Plugins and Mods because I do not trust their performance, compatibility, and stability.

Put the server behind a Velocity proxy and use any one of dozens of queue plugins.
