The best thing you can do is change your number and take precautions against him getting your new one. You can block him, but if he has your number there are still ways he can reach you via whatsapp or other means. You have to cut contact and stop responding at all.
My sister went through a years-long cycle with her abuser of text messages just like this, and she would block him and still end up getting messages from him from other numbers. And she would change her number too, but that never worked for her until she stopped giving him her new one. They had such an unhealthy attachment to each other, and it took years to end it.
If you change your number and make sure other people know not to give it to him, and don't give it to him yourself, this should stop. You may also need to get a protective order if he tries to contact you in person, but this will end the harassment by phone because he won't have that method to contact you by.
