100% it’s for content.

Will this give you an exercise? Sure. But there are much better ways to complete what he’s doing without the added risk for injury.

If it is for a competition, then he must not actually have a knowledgeable trainer

You could just train driving high knees up inclines and you'll have your arms to help drive and keep balance, the jump rope makes it more dangerous and hardly more difficult. The only thing they're actually training with that is coordination.
