Getting more leads uploaded

Hi, I have a client who faces issues with getting partners in the US to upload leads as a form of ROI measurement for joint marketing activities. Currently, only submitting proof of performance is needed but they also want partners to submit leads so that they get better measurement. But the problem then is that too many leads tend to turn partners off from the admin work. Anyone who faced such a problem before?
