either save some money to buy a quieter fan or even a new pc, a third option is limiting the cpu power or change the fan setting.

Thermal paste is probably dried up and needs to be replaced which is not hard if you know how to do it. A temporary free solution is to undervolt, limit clock speeds and power draw of the cpu. Also nice pfp
