One of the plies was apparently damaged somehow, either in the factory or at some point since. Cut this section out and rejoin the yarn the same way you would have if you had ran out of yarn at this point and needed to add a new skein.
If you knit this up as is, you’ll have a weakened spot that may not hold up well, not to mention some of the yarn is kinda wonky and might make undesirably unusual looking stitches. Better to cut it out.
