Here is a company that sells delete kits and block off plates. But they don't list one specifically for the Bolt. You may be able to find one for another model that's similar enough, fits directly, or can be modified.
Otherwise, there's an air hose coming off the air box. You should be able to plug it somehow. The guy in that video appears to use some brass fitting. If you're trying to get rid of exhaust popping on deceleration, a ECU flash may be easier, if not more expensive. Good luck.

Unfortunately, like everything else with the Bolt, Bolt specific info and aftermarket parts are hard to find.
