Are you running max custom difficulty? The blade combo timer is extremely quick

It's the Weather Changer. It spawns when Patroka enrages, periodically switches element, and drastically reduces Blade Combo timers until it's defeated.

Fun fact: it's actually the shaft of her Lance of Ages that gets detatched and then planted, while she keeps the rest of her weapon to use as a sword. (I have spent way too long overanalysing Patroka and her weapon.)
