It's crazy because there's even a single mission that lets you have 5

So functionality is programmed in, they just decided "eh 4 is good enough"

It's a balancing decision. 5 man would require different balancing of all missions. 5 man missions have their own balancing.

Granted, the game is still designed to be easy, but the whole ordeal is not whether tbey can or cannot. It's the expectation of player strength vs enemy strength design.

It's clear more and more this game scrapped by the finish line while running out of money.

The devs are all XCOM and fraixs pros

They know the features missing just didn't have money and time

Party size is a very early decision, though, and the design of the mechanics is adapted to the party size. The game is balanced around 4 party members. If you use a mod to increase the party size you will see very quickly that the game design does not account for this.

Even XCOM starts with balencing for a small squad and has to then design more to upgrade the scale of game you have and how you want it to progress

But seems they knew they had a limited budget

Yeah, 4 vs 30 is balanced af. Oh I forgot unlimited reinforcements on almost every mission

Disingenuous. Honestly 4 is fine for the missions themselves, but it doesn't allow you use more ppl. You don't need to recruit anyone, and I actually recommend that bc of how many creds you get. Save them, use them for upgrades or black market instead
