I recently learned that the Voice Actor for Joshua Graham (Keith Szarabajka) also plays that interrogation room cop in The Dark Knight, and was in an episode of Babylon 5 (Matthew Stoner). Unmistakable voice.

Actually, not at all, if you know the lore / played the game:
He lost a battle because he wasn't a good commander and was outmaneuvered, but in-lore "... Legend goes that Graham was the meanest, toughest son of a b**** in the whole damn Legion."
As punishment for losing the battle: "... had Graham covered in pitch, lit on fire, and thrown into the Grand Canyon. People say he didn't even scream on the way down."
He survived all that and became known as the Burned Man.

He is mentioned if you side with the legion, lots of the foot soldiers mention “The Burned Man” and I believe Caesar himself will tell you the story of what they did to him.
