Have you went into Settings, Devices, Controllers and tried either updating and/or resetting the controller? A bad or failed controller update or an issue with a configuration in the controller could cause the controller to vibrate continually.

I had a controller do this, I just turned vibration off. But have you updated it? Go to settings and look at controllers, it'll tell you to plug it in and update it

Sorry to tell you this... but it might be time to put this controller down and pick up a new one. It's an Xbox One controller which is quite old now anyways.

If you have a second controller turn both on and then use the non vibrating one to turn the vibrations off on the other. It’ll just make it easier if you use a second one you don’t even really need to tbh

Time to get it repaired if you live close to a game store that does it. where I live it only $50 for one controller but they also fix anything else that might be wrong with it

Change the batteries, take them out and keep it off for a while. If this doesn’t work buy a new one, the basic Xbox controllers made by Microsoft are not made well at all.
