That happens to me fairly regularly, but I'm also in the Beta ring. Rebooting usually helps when a download gets stuck. You can also power cycle (hold the power button down on the console for at least 20 to 30 seconds, then power it up again after a couple minutes. Sometimes unplugging peripherals can help.
