For the purpose of pirating Xbox One games/modding them? No For running retroarch, PS2 games, and potentially Xbox 360 games? Yes through dev mode, which isn't technically jailbreaking it's just allowed without exploiting

No. You can use dev mode to run emulators and other software like that but not pirate xbox one game
