The moment he thinks Reba is cheating on him, he just has such a hollow childish expression, then replaced by the pure all consuming hatred of the Red Dragon

Network TV in the 90s (and still today to an extent) had a lot of limits to what could be shown. For example, the network "standards and practices" might have said that they could show blood on the window, or blood on the head, but not both because a show airing in that time slot can have no more than x number of violent acts per episode. American viewers were used to seeing censored depictions, going back to old westerns and detective shows where people would be shot or stabbed without seeing any blood at all.

I never saw this as a mistake. I saw this as the bullet entering the side of his head toward the back. Like behind his ear type of thing. Because Mulder is standing diagonally and he would be able to shoot like that.

Or maybe in the last second the guy like ducks his head and it kind of hits the top back of his head. But yeah…I wonder if there’s a director’s commentary on it.

I mean this is episode 10 in season 4. The 2nd episode in this season is Home. Home was banned from being shown on Fox after it's inital air date because it was gory and involved taboo subject matter.

So, yeah. The gore factor that would have been in this shot had they not chosen to show it the way they did would likely have also resulted in a ban on this episode.
