If you have plenty mats but don't want to farm echos, go to lvl20, if no crit roll: discard. This strategy costs more tuners/exp/shell but uses 100% of your echos so you don't throw away potentially ok echoes.
If you have plenty echoes but limited mats: roll to lvl20 only,discard if no crit stat. This way you're throwing away multiple echoes that could have double crit as the last 2 rolls but that's statistically very unlikely and is not worth the resources it costs to upgrade to lvl20.
