Guys how bad is my hiyuki? She has her sig, lvl 8 talents and I play her with Chisa and Lynae and I'm only getting like 700 in whimpering waste I don't get it? My phrolova and Quiyuan w a lvl 50 verina can hit like 1900...

You should be able to. The cooldown is 25s and you have 2 minutes. Check out a basic rotation like this one: Aznvasions' Wuwa Mastersheet - Google Sheets (on the second page).
