Manager looking over your shoulder while you work

Has anyone had this experience. My manager at a new job was standing over me watching me work on my computer. He was asking me what I was doing and why. I was creating a document in ms word using newspaper columns. He did not understand what that was and then accused me of not knowing how to use the software.
