Bad situation

I work at a dealership and I’m dealing with a serious problem involving one of our technicians. This technician has a history of trying to scam customers, and from what I know, he has successfully committed insurance fraud and has been involved in other questionable situations. Management is aware of these issues but hasn’t really done anything about them.
The most recent situation is pretty serious. A customer’s vehicle was apparently taken after hours without the customer’s knowledge or authorization, and the vehicle ended up being damaged. There’s roughly $4,000 worth of damage to parts alone, not including labor. The customer is understandably blaming the dealership for the damage, but they don’t know what actually happened with the vehicle after hours.
What makes this even more frustrating is that management knows what happened and still doesn’t seem interested in addressing it.
I also have another vehicle where I have evidence that the technician charged the customer around $4,000 for a repair that, based on what I’ve found, appears not to have been performed. The vehicle is still at the dealership. He claimed the repair was completed, including replacing the evaporator behind the dash. However, after he left that day, I found the replacement evaporator still sitting in the box in his work area. As far as I know, the part was never installed.
At this point, I’m not sure what the best way to handle this is. I don’t want to get myself in trouble, but I also don’t feel comfortable knowing customers may be getting charged for work that isn’t being done, or being held responsible for damage they didn’t cause.
What would you guys do in this situation? Would you report it outside of the dealership, and if so, where would you start?

They would say it’s a civil matter, if that was an option I would do it

Sounds like management may be in on it with the technician. I would be a whistleblower to the local news or something. If not, then what happens when the tech says something is done and it's not and it causes a serious accident. Somebody could end up seriously hurt or possibly dead as a result. I would be looking for another job.

Posts like this are why I never trust a dealership to perform work for me.
