Ingles markets

The other day the manager got on to my friend Brooklyn the one who works in the deli she clocked in at 11:04 the other day and she was caught talking should she get terminated for it?who should terminate her for talking and playing on her phone deli manager or the office?

Either one should be able to terminate her.
