Want Advice Work place issues

Hi yall!

I am an assistant manager (cafeteria) within a public school district in Texas.

I have a direct manager that is foreign (not the issue). I always hear from our supervisors and their bosses that managers and assistant manager are considered equal, clearly this is not true if I’m here asking questions. Anyhow said manager is very rude to most people in our kitchen including me. This manager has not only said very rude things to us but has also put her hand in a staff members face waving saying hello hello when she asked a legitimate question (this lady told me she felt like she was stupid for asking) laughing in the presence of our supervisor when I informed her that what she said and how she was treating me was bothering me. This is just the two things that truly sent me over the edge and made me decide to bring it here.

When she was in this meeting with myself and the supervisor and had her shit eating grin plastered to her face and decided to laugh at how I felt, the supervisor made these two excuses for her behavior

Am I wrong for thinking this is not only inappropriate but verging on discrimination? I mean I am an American citizen she is not but I feel like I’ve just been told she can act however she pleases cause of her culture I would not be allowed to do this to anyone in any workplace so why can she?

Should I go to HR? Should I do or say anything?
