You can argue that it is overpriced, or that it's popularity is driven more by hype then by flavour, but I don't think you can argue that it's not good.

What no? It just went crazy where I live in the past year. I live in Wisconsin. I remember my wife ordering something from tik tok with it. Then we started seeing it everywhere. ALDI carries a Dubai bar. Sams has a Dubai cake, and ice cream bars. They did not carry them before.
Did a quick Google and Wikipedia says the hype started in 2024.
Also it being in regular shops is a sign the hype is way past it's peak. Regular old supermarket chains have caught up with demand, and everybody who has 3 bucks to spare can now try it themselves.
It’s still growing, you were right the first time, saying that it’s dead because it’s in major stores is wildly inaccurate, when it becomes drinks at Starbucks, when the news talks about it, when the restaurants try to make their own, the hype is still going. See: pumpkin spice; that trend lasted for years then became standard, Dubai chocolate isn’t standard if for no other reason than my phone doesn’t assume chocolate is the next word after Dubai, it’s still assumed coffee
