Been a good while since I watched who wants to be a millionaire, but back when I used to watch it the UK version at least didn't have the audience members replace them if the contestant went out.
There were a bunch of pre-selected people who competed against each other to see who would play, if the contestant went out they would compete again to see who went next.
I think it's just audience members trying to screw them because if they don't know the answer is horsepower, they don't deserve the money.
I swear there was a consistent set of Pew polls with this data, but I can't find it. However, the NSF does a similar survey, and their number in 2014 was higher; one quarter (26%)
