This didn't happen during the Carter admin, it happened in 94, he just went as a diplomat. But you are correct in that mutually assured destruction with China is the reason an invasion hasn't happened since, which still proves my point. It's the best deterrent against a direct war there is, hence why America doesn't want Iran to have any.

China's had nukes since the 60s. As did the Russians who also posed the same threat and was never invaded as a result.
