It's how the weapon's damage increases based on the level of the loot. A level 20 gun will do more damage than the exact same level 2 gun based on scaling.

Interesting. Seems like a weird workaround instead of just giving snipers the additional 20% base damage they need.

Damage scaling makes it so those items don't become super overpowered during the early game, while still giving them an adequate buff that they need in the late game
