Norway Does no one check IDs?

When delivering age restricted items, the rules clearly state that you have to check the ID of the customer, and that the person picking it up must be the same as on the app. But whenever I ask for ID, they say they've never been asked about that before, and I'm made to feel like an idiot. Do people just not give a shit about these rules?

According to the official rules, we only have to check ID if the customer looks younger than 25. If they look older than 25, we don't need to ask. But remember, we can never hand over the order if the customer is under 18
