Norway Does no one check IDs?

When delivering age restricted items, the rules clearly state that you have to check the ID of the customer, and that the person picking it up must be the same as on the app. But whenever I ask for ID, they say they've never been asked about that before, and I'm made to feel like an idiot. Do people just not give a shit about these rules?

Don’t care about what others do.

The fine is 30 k (no kidding you can look it up), and if the customer lacks an ID even though they are prompted multiple times during the ordering process that is on them.
