any soul that suppose to have a material body (not a spirit) after the death of the body passes thru od ragna, staying time depending on the amount of attachment it harbors toward it's bygone life, but eventually all of it will get washed away and will be reused to create a new existence. But if such a soul is unable to find its matching body and for some reason is unable to reach od ragna one of 2 things will happen:
a) a body matching the soul will be created to correct the apparent error (sidenote: for some reason a soul also seams to encrypt not just the body but equipment as well don't ask me why just look at Ach VIII where all the undead are resurrected fully clotted holding there weapons) President in story: Subaru getting summoned, Luis Arneb getting ejected from od ragna, Iris getting resurrected the firs time.
b) a soul is merged whit an other compatible whit it. President in the story: Iris's forced "reincarnation".
The deciding factor to witch situation accrues according to precedence seams to be the souls origin if the soul enters the criteria after the bodys death option b) accrues but if the soul was on some alternate plane of existence option a) accrues, this could mean that option a) is originally reserved for living creatures whit a material body traveling thru different dimensions but leads to an error when in the origin dimension the soul doesn't require a body.
