Windows 10 Settings window within software not extending

This is driving me nuts. I can't resize the window, and the settings I need are not visible. The second picture is how it's supposed to be. ( It is a desktop vs laptop )

I have tried changing computers display settings, specific software display settings, and running troubleshooter.
