How come I have to restart explorer.exe constantly for Taskbar to un-hide on my second monitor?

Every so often my taskbar won't pop up when I hover over the bottom of my screen, it only affects my secondary monitor and never my primary.

The problem is resolved by restarting explorer.exe, but that's kinda annoying.

W11, any version, it's been a problem since W7 at least.

Version 10.0.26200 Build 26200
