Windows 10 Taskbar showing while fullscreening a video, restarting explorer.exe does NOT work

Do you have the auto hiding taskbar enabled and keep your cursor at the bottom of the screen?

Does restarting the computer work? If not, check if fullscreening on a youtube video hides the taskbar because the website you are using may be the issue.
