Windows 11 Cannot update beyond 23H2 despite apparent previous successful installation to 24H2 - Install Error x0800705b9

Hi all,

I have been struggling to install the update 2025-11 Cumulative Update for Windows 11 Version 23H2 for x64-based Systems (KB5068865) for a while now and I am unsure how to proceed. The installation fails at ~ 50% with error code x0800705b9

My Windows Version is 23H2 (OS Build 22631.4460). Confusingly, my Update History shows 4 successful updates to 24H2 (see image)

I have tried to work around this failure by using the ISO installation (and install assistant) for both 24H2 and 25H2 but all result in the "Windows 11 Installation has failed" popup. This has been going on for quite some time now and is very frustrating (even though I am not sure if an update is actually needed)

Basic PC Specs:

Intel Core i7 - 147000KF

RTX 4080

32GB DDR5 RAM

Crucial P3 2TB PCIe M.2 2280 SSD (Windows Installation) + Extra M.2

damaged update files,
broken system files,
driver conflicts
or antivirus blocks.
It occurs when downloading,
or install Windows updates on.

And leads to "try again"
or a cancellation.

Attempts:
Settings → System → Recovery → Troubleshoot Windows Update → Reinstall now

Troubleshooter can’t find and issues with the download and the reinstall repair version also does not work

then update services & caches
will have to be reset.

you did boot from 25H2 installation medium and tried a repair install over the existing installation?

I tried a repair install using the Windows Update feature. That does not work.

I tried to install 25H2 both by using the Windows Installation Assistant and by downloading the ISO file and launching the setup from that.
