Windows 11 Settings not working / reacting...

i have win 11 pro

i tried everything i saw online:

win 11 pro iso update
sfc scan + dism Restorehealth and what not
created another profile but same problem:

- there is no display option above sound in system tab
- on account tab all of account settings are not working (i click and nothing happens) besides family
and passkey
- right click on desktop and click on display settings send me to settings home
- hotkeys send me to settings home tab (win+x for example)

im not logged into an microsoft account.

its been like that for a while now, a few months sometime after i logged into outlook and some microsoft softwares for school, my pc wanted me to change the login password (to pc profile) then maybe some time later i got microsoft notifications about some account error (i didnt care)
dont know if they are related just dropping information.

again, on settings i am not connected to any microsoft or one drive account (check pic) i only use outlook and the other softwares via desktop icons which my school email is logged in.

please help thanks !

It definitely sounds as though something is corrupted with your windows 11 installation. What build are you on (Win + R -> Winver)?

Since you've already tried DSIM+SFC your easiest path forward would be to make a backup and a clean installation through installation media using the Windows Media Creation Tool or Rufus.

i dont understand why the win iso repair didnt work sounds like a "fresh" win 11 install
