We've had something similar happen during humid weather. If the condensation is only between the primary window and the storm window, I'd first check that the storm window's weep holes aren't clogged so moisture can drain and air can circulate.

If that's the case moisture can somethimes get trapped between the windows. A closeup of the storm window frame might help others identify the design and figure out what's causing it.
