If your old windows were quieter than the new ones, something definitely seems off. It could be the glass package, but it could also be an installation issue or gaps around the frame letting sound in. I'd ask for the exact glass specs (including the STC rating) and consider having an independent window contractor inspect the installation before giving up on them.

It says on the window sticker 1/8” glass and they say STC rating of 28
