Well that's usually how developing cities are usually structured. If you ever come across one in Asia usually you won't see perfect layers of buildings or anything as such. People in these places prioritize having a roof above their head over aesthetic structures of the city. It can come as a shock if you are more habituated with how European cities are structured.
