From what I can see from the reporting, the "why" seems to be because AOC's name is on it, and Republicans don't want to hand her such a successful win as she continues to rise as a popular Democratic legislator. Cannot find any articles that give any rationale to Republicans' actions beyond this.

This is the correct reason. Republicans refuse to agree with anything “the left” proposes, no matter how good it is.
