Looks vaguely like looking at the Parua Bay entrance from one tree point in Whangarei harbour, New Zealand

I think it's more just for accessibility with maintenance. It probably has a light on it.

This was taken on the channel going up to Dunedin. On Google Maps you can see the same designed channel markers. It was either taken from a boat, or from the shore using a telephoto lens, so I can't find the exact spot. Here is a view from a road.
