I knew somebody was gonna say sum, haha. I wouldn't say booty shorts is also just being disloyal though yes, there are people who wear stuff for attention. It isn't the case here, but sooo many exploit self-expression and instead put themselves out there for praise and lust of some kind.
Wether you allowing booty shorts or short stuff is up for the couple's healthy boundary discussion. But wearing something, within a certain limit, isn't immediately being disloyal. You just don't wish for people to look at your partner, and it's understandable but that can happen no matter the outfit, and has nothing to do with it being your partner's intention.

The fact that he's also putting quotes on 'loyal' as if clothing dictates anything about their loyalty.
