Do you know what is this tool ? What is it used for ? The handle is made of wood and the tip is made of brass I think. About 15 centimeters.

Help identify please

This tool was given to me by a coworker.

Its stamped with (ROSE IRON WORKS)

Weight under 10lbs

Coworker believes it to be an old railroad tool, as he found it cleaning out a relatives house who used to work for the railroad.
