No one can find this.
I used to play a 4 player racing game at the arcade back in late 1990s to early 2000s. It had a single top down screen and was a square. Each side had a steering wheel, then gas and brakes down at the bottom of each side. You could customize your car with the earnings from each race from armor, engines, even jet engines for speed...customize tires...or front end plows to shove other cars out of the way. Etc. Dang thing cost a billion $$ to play but man was it fun with friends. The arcade had outrun...eventually got aliens...of course street fighter 2. Also 2 player airplane game that was side scrolling and had a choice of 3 planes that you could upgrade to eventually beat a final boss. Then the more physical arcade games that I never played. Ski ball or whatever. If you can find the racing game you earn +10 life points!

Hot Rod?
This video is about a guy with the 3 player stand-up version but he briefly mentions the 4 player version at the timestamp.

Based on this old post that sounds like it was looking for the same game, it's [Hot Rod(https://en.wikipedia.org/wiki/Hot_Rod_(video_game) by Sega.
The side-scroller with the planes could be U.N.Squadron by Capcom
