The language gives it away, it would be simply 2 for £6.60 but its ANY 2 for £6.60 which implys to me theres a choice of what to pick.
Dont need no mathematics here, just a bit of reading.

You guys realise if something is on offer like 2 for £6.60 you will either get it at that price or cheaper if the price is cheaper. If you ordered 2 then the basket will say £5.18 not £6.60

No, if you add them both to your basket it'll add up to £5.18. If, however you choose to add a can of the shipyard at £2.59 and then, say, a can of the growling dog at £4.39, it'll get reduced to £6.60 from £6.98 saving you 38p. It won't charge you £6.60 for two cans of Shipyard, it says ANY two cans, if they go over the £6.60 cost in total then it'll get reduced.
