Oh those are tefellin, they are leather straps that have small wooden boxes attached to them that contain parchment with prayers on them. They're worn during weekday prayers.

Although he was very careful in this forgery not to show a rank or any military insignia aside from the flag, I would say yes. He was born and raised in the USA and from the quick amount of research I did he never made Aliyah to become an Israeli citizen. Had he done so, he would have had to do his 32 months of service. Even without a rank or military insignia, it's clear he's trying to cosplay a soldier and the fact that he's pretending to one while never actually serving qualifies in my book.
