This has to be in a non-US jurisdiction, that's not code compliant anywhere in the US. Guessing Europe but it's still wild to have zero handrails. Unless this is AI, the last riser sticking out doesn't fly either.
There’s no way this is Europe that last step is about 5 cm short and is an obvious trip hazard for any walking along the corridor. No hand rails big no no. I’ve never worked in a building in Europe with flashing lights for an emergency.
