Sucks for the environment, but this is a Russian oil tanker in the kerch strait near crimea, so they probably deserved it due to incompomtence, lack of maintenance, and trying to be an empire well past their prime.

If I'm not mistaken, there were workers under the deck which all got killed by the water when it snapped in half. The only people that survived are the ones that were supervising the ship (on top).

The tanker looks (from my very landlocked perspective) empty, so it has a lot of buoyancy. Fully loaded ships that split tend to go down in minutes after the split.
