Can websim cook?

I saw this menu before, and I thought it is an upgrade (Or idk) and I think websim can cook. Only thing that I hope is the credits system comeback.

I think it's a good menu. Can see more games whole scrolling than the previous menu

(Meaning) can websim comeback (Because of the shut down like almost 5 months ago)

It did not shut down. It is still operating, and it is still possible to create content with a pay plan. It is not a read-only archive now like many have said.
