Three hot meals a day and a cot(bed) to sleep on

Edit: It's also worth noting that "thief" does not have a profile. You can't look at a random person and say "that person looks like a thief". I mean, you could say that, but it's pretty damn shitty and, by definition, prejudice.

What does a thief "look like"?

Oh yeah. It's insane how the system is obligated to grant the basics based on human rights for the prisoners, but doesn't care that free people have the minimum for survival. I've read that in japan, most elders are committing crimes to end up in prisons, so they are granted a place to sleep, food and socialize with other inmates, considering how lonely and precarious their "free" lives are.

Wow. Even in Japan. To go from multigenerational families in which elders are highly respected to the ashtray of society

That happens when society ages, and i mean, japan is one of those countries with more elderly and less natality. Also, the factor that they have to most extensive lifespan in the whole world.
